Jutsus are an important part of the ninja world. So they're rules you must follow. Make sure you do so you dont' get banned.
Genin- Can have up to 10 E, D and C class jutsu altogether. They can also only have 5 created jutsus.
Chuunin- Can have up to 15 E, D, C, and B class jutsu altogether. And can only have 8 created jutsus,
Jounin- Can have up to 20 E, D, C, B, A, class jutsu altogether. They can have also have 5 S class jutsus. And can only have 15 created jutsus.
Anything higher - Can have up to 50 E, D, C, B, A, and S class jutsu altogether, They can also have up to 25 created jutsus.
